In medieval times when most of the population were illiterate, it fell upon one man, ‘The Proclaimer’ to make all kinds of public statements, news, and laws available to the general public. Here the duty has fallen to a “Knight Hospitaller”, easily recognized by the white Maltese cross on a red background on both his surcoat and shield.
