These were Hannibal's heavies mostly brought over from Africa and fought old style, in phalanx. By this time Rome had already abandoned the phalanx formation, having learned new tactics from her Italian neighbors. The Carthaginians were fairly heavily armored, wearing a metal helmet, at least linen armor, metal cuirasses or chain mail if they could find it, greaves on both shins and held a large round shield. All in all, each body part that was exposed was covered by something, but they were dressed for meeting similar phalanxes where danger would come from thrusting spears not a hail of heavy pila. True enough, facing the Romans and the two hails of pila before coming to grips was like letting someone hit you twice, for free, not good. Hannibal's victories came mostly from tactics, not one on ones. Politically, the Carthaginians were an oligarchy with pretty much the same woes as a democracy.
